He'd like to say I can't believe she's done it. He'd really like to say that, honestly, but the trouble is that he really can believe Romanoff's done it - as, indeed, she just has.
So what he does instead is place a call to Leo's cell, in which he rudely interrupts orchestra rehearsal in order to explain, very reasonably and calmly, why he's not going to be around for the next few weekends, and will most likely have to skip their planned anniversary dinner at Felipe's next week. Leo doesn't seem angry, or at least he doesn't sound angry, which he knows all too well is a very bad sign but there's nothing right now that he can do about it.
Call made, he switches his personal cell off for the duration, and goes to brief Agents Lin and Isaacs.
Caitlin Isaacs is an experienced level 3 field agent, competent and reliable, who's pushing for promotion; Jacob Lin is a level 2 newbie from the tech team, excitable but promising, with dire need of some hands-on experience. This little jaunt should more than provide him with that, and between himself and Isaacs there shouldn't be too much difficulty in keeping him out of trouble. Both seem more than happy to be abruptly requisitioned for some overtime (Isaacs, he recalls hearing, has two missions' worth of paperwork she's been putting off), and they ship out within twelve hours, leaving Koskinen to play their home base.
It's... almost disconcerting how easy it is to find her: Agent Romanoff, formerly Nataliya Alianovna Romanova of the KGB, later known as the Black Widow, has never yet been locatable in under twenty-four hours when she hasn't wanted to be - which, therefore, suggests that on some level she does want to be found. He doesn't comment on this yet, but he files the information away for consideration later.
Isaacs spots her first, on the CCTV at Moscow's main bus station; Kos confirms the ID (not that he really doubted it - Romanoff is unmistakable) almost before Lin has managed to find the ticket she's bought. She's on her way to Sochi - the journey's going to take thirty-two hours, which suggests that she's also in not too much of a hurry, another fact he files away for later thought. They check the itinerary, do some hasty research and promptly book tickets as American businesspeople on the next flight to Voronezh, getting there a couple hours before the bus is due to make a stop in the centre of town - and there is their AWOL Agent Romanoff, sun glinting off a dirty blonde wig as she stretches her legs, looking so much like just another cash-strapped Moscow student that they almost miss her, even in their prime viewing position outside a handy cafe.

"Circle round, usual pattern," he tells them both. "Find any surprises, but don't engage unless absolutely necessary. Let's not mess up anyone's plans until we know what we're looking at."
"Like Romanoff has, you mean, sir?" Isaacs asks dryly, but both of them do as ordered anyway.
